The City of Sunland Park Code Compliance Division and the Sunland Park Police Department recently completed a joint training session focused on objective sound measurement and noise ordinance enforcement procedures. City Councilor and Mayor Pro Tempore Raul Telles attended the session alongside municipal personnel to review the technical standards and field operations required for community noise regulation.
The training emphasized the transition from subjective noise assessments to a strict, data-driven methodology. Staff received hands-on instruction using calibrated sound level meters that measure sound in A-weighted decibels, standard units designed to reflect how the human ear perceives loudness across different frequencies. During field exercises, officers and inspectors practiced applying a mandatory five-step measurement procedure that requires field-calibrating equipment before each use, positioning meters at affected property lines, setting instruments to standardized response speeds, sampling ambient background sound over time, and documenting weather conditions such as wind speed.
By standardizing these technical steps, the city ensures that every noise reading generates a clear, defensible record tied to a specific officer, case number, and calibration log. This data-backed approach eliminates personal judgment from enforcement decisions, ensuring fair treatment for both property owners and residents filing noise complaints.
The session also highlighted cross-departmental collaboration, as both the Code Compliance Division and the Sunland Park Police Department hold concurrent authority to respond to and document noise issues throughout the city.
